On January 9, 2018, Jessica Arden became one of seven members of the inaugural California Underground Facilities Safe Excavation Board, appointed by Governor Edmund G. Brown, Jr. Ms. Arden has been the City Engineer for the City of Westlake Village since 2017 and was Deputy City Engineer from 2016 to 2017, serving in these positions on contract with Willdan  Engineering.
         The California Underground Facilities Safe Excavation Board  was created by the Legislature in 2016 to coordinate the state’s education and  outreach activities encouraging safe excavation practices, develop standards  for safe excavation, investigate possible violations of the state’s safe  excavation laws, enforce the state’s safe excavation laws on the entities over  which it has jurisdiction. The  position does not require Senate confirmation and is not compensated.
