Jeff McGarvey has joined Willdan Financial Services as a managing principal  in the firm’s Orlando office. He will be responsible for providing strategic focus to our continuing presence in the Florida market and the East Coast, working to expand Willdan  Group, Inc.'s portfolio of professional consulting services.  Mr. McGarvey’s depth of experience will also  complement and enhance Willdan’s utility rate practice in California and throughout  the United States.
Mr. McGarvey possesses more than 20 years of experience  providing professional consulting services to municipal water, wastewater,  solid waste, electric, and natural gas utilities throughout the country.  He has a broad range of experience with  municipal utility systems, with specialized expertise in complex alternatives  analysis; utility rate analyses; utility valuations and acquisitions;  regionalization and consolidation studies; debt issuance support (including the  preparation of financial feasibility analyses associated with the issuance of  revenue bonds); capital financing analyses; strategic planning; assisting with  rate and regulatory matters; and instituting financial mechanisms to provide  for the recovery of operating and capital costs.
Mr. McGarvey’s experience with municipal governments  and utilities gives him a clear understanding of the challenges faced by such entities.  He has advised publicly owned utilities on  effectively managing these important assets while positioning themselves for  fiscal health. 
Mr. McGarvey holds a Bachelor of Science degree in finance  from the University of Central Florida in Orlando. He is a member of the  American Water Works Association and the Water Environment Federation.
