Willdan Financial Services has supplied staff augmentation support to public agencies requiring both quick turnaround and long-term services. Agencies have contracted with Willdan to relieve peak workload situations; to fill vacant positions during a job search; or when they need a lower-cost alternative to maintaining full-time finance and accounting positions.

Many of our staff and team members have served as government agency employees; when we undertake contract staffing assignments we are the agency’s staff, serving at the request of its council and citizens. In addition, our staff has extensive experience conducting and participating in public meetings, addressing residents’ concerns, and developing a consensus reflecting the community’s goals.


Our staff has wide-ranging experience in the following key areas: audit planning and preparation, accounts payable, cash receipts, payroll, software implementation, benefits administration, PERS retirement program implementation, and health benefits plan restructuring. We are also adept at CAFR preparation, budget preparation, reporting requirements, investment management, debt management, risk management, cash flow analysis, preparation of internal policies, and labor agreement negotiations.

Central Basin Municipal Water District

After undergoing a period of staffing instability, CBMWD hired Willdan to perform the duties of the District’s Chief Financial Officer. These duties include working with the General Manager, department heads, and District staff; developing an annual budget; providing an assessment of the finance department’s current staffing plan; preparing monthly budgets and financial information to be included in Board reports; scheduling check runs and check requests; managing cash flows; ensuring compliance with IRS and SEC requirements on tax-exempt bond issues; reviewing the Long-Range Financial Plan; identifying necessary rates to meet revenue requirements; providing financial market updates; attending monthly Board, Committee, and department head meetings; and serving regular office hours at the District office.

North City West School Facilities Financing Authority

Since 2006, Willdan has served as Executive Director of Administration Services for the North City West School Facilities Financing Authority, a Joint Powers Authority consisting of three school districts in San Diego County.  The Authority contends not only with financial and technical demands, but also legal and legislative developments in the area of debt management and fund investments, as well as auditing and reporting regulations. Willdan’s duties include: coordinating Board and Staff activities; auditing and reporting financial information; processing development-related transactions; overseeing school construction efforts; levying and collecting annual Special Taxes; oversight of debt management; and reviewing and tracking the investment of fund balances.
