Mr. Daniel Chow joins Willdan from AMEC Earth & Environmental, Inc., in San Francisco, California, and previously held various senior management positions at Tetra Tech EM Inc. (formerly PRC Environmental Management, Inc.). During his tenure with these firms he was responsible for establishing new offices and implementing specific systems and operations firm wide. He also led the pursuit and management of multimillion-dollar contracts for clients that included the U.S. Navy and the U.S. Army Corps of Engineers.

With more than 30 years of experience as an engineer in the Southern California area, Mr. Dave Hunt has developed an expertise in public infrastructure design, award, and construction. His expertise includes flood control design (including scour analysis, project reports, flood insurance studies, and flood plain risk assessment/location); water and wastewater master planning and design; assessment engineering; and street improvement projects. He has worked on projects throughout Southern California and has been project manager for numerous major U.S. Army Corps of Engineers flood control projects.

Mr. Mort August possesses over 35 years of municipal engineering experience, and assists Willdan’s clientele through his expertise serving as City Engineer and City Public Works Director for numerous California communities. He is active in professional organizations like APWA, CEAC/CSAC and the League of California Cities. Mr. August’s significant industry knowledge as a Public Works Director has fostered growth and resulted in successful project developments for the then newly incorporated Cities of Dana Point, Encinitas, and Solana Beach, as well as the established Cities of Manhattan Beach and Redding. He is currently serving as the contract City Engineer for the Cities of Mt. Shasta and Shasta Lake. Mr. August also has an extensive and varied construction/project manager experience having served as the Resident Engineer/ Project Manager during his 11-year career with the City of Pasadena.

Mr. Broz brings more than 36 years' experience in project, design, and construction management services to his role as Director of Program and Construction Management Services. His career includes twenty years with the Bechtel Corporation where he served in various department and project management roles, seven years with DMJM as the division manager for design/build services, and nine years with ABS/EQE as the Director of Program and Construction Management Services.  The projects he has worked on range in size from $1M to in excess of $1B, and include power generation (both nuclear and fossil), water treatment, industrial, transportation, commercial, and public facilities.  Mr. Broz has served both private and public sector clients including local, state, regional, and federal agencies.  He currently serves on the Board of Directors of the Western Council of Construction Consumers and previously served as a member and chairman of the Executive Committee of the Energy Division of the American Society of Civil Engineers.

Mr. Espalin has over 33 years of experience in managing engineering and technical staff and has served as the responsible engineer for plan check and inspection services for numerous cities and counties. In 2004, California Building Officials awarded him its Industry Achievement Award. He has served as on-site Building Official overseeing all aspects of building and safety operations for cities in the Inland Empire, Coachella Valley and other regions in Southern California. Currently, he serves as the Building Official for the Cities of Indian Wells and Palm Desert, where he reviews proposed legislation affecting Building Code enforcement, arbitrates disputes on code interpretations, and resolves the more difficult and complex engineering and code problems. Prior to joining Willdan, Mr. Espalin was the Assistant Director of Building and Safety for the County of Riverside.

Ms. Roxanne C. Hughes has worked in diverse aspects of civil engineering for over 12 years. Primary responsibilities include office management, project management, and pavement engineering. She also specializes in stormwater engineering, construction management, administration of federally funded projects and coordination and oversight of various public works plan checking. Ms. Hughes has a B.S. in Civil Engineering from California State University, San Luis Obispo.

Mr. Thomas A. Kouris oversees offices in Phoenix and Tucson, AZ, as well as operations in Las Vegas, NV, and St. George, UT. He has a diverse management background including consulting engineering, mechanical contracting, homeland security, plant (steel mill), and surveying. He has over 26 years of management experience directly overseeing more than $400M in consulting services for federal, state, municipal, and private clients. This experience in overseeing engineering operations includes structural, civil, environmental, metallurgical, and water/wastewater services. Mr. Kouris also possesses an emergency response and homeland security background, most recently as program manager for on-site consulting services for US EPA National Decontamination Team.

Mr. Pagett has 40 years of municipal engineering experience ranging from design of water and wastewater facilities to city engineering and project management. He is the City Engineer for the City of Paramount and Deputy City Engineer for the Cities of Lynwood and Hawaiian Gardens. Mr. Pagett has earned a reputation for successful grantsmanship. Mr. Pagett also serves on the Gateway COG Transportation Committee and is Chairman of the Technical Advisory Committee for the I-710 Major Corridor Project.
