President and CEO
As Chief Executive Officer for Willdan Energy Solutions, Daniel Chow oversees all operations and marketing nationwide, including Willdan Lighting and Electric and its subsidiaries. Mr. Chow has been President of Willdan Engineering since 2008. Prior to joining the Company, Mr. Chow was the Vice President of AMEC Earth & Environmental, Inc., a subsidiary of AMEC plc, a global provider of high value consultancy, engineering and project management services to the energy, power and process industries.
Mr. Chow received his B.Sc. in Mechanical Engineering from Tennessee Technological University and his Master’s Degree in Environmental Engineering from Illinois Institute of Technology. He is a registered professional engineer in the state of Illinois and Guam.
President, Willdan Lighting and Electric
Mr. Brian Ott manages all Willdan's energy efficiency installation operations in the US, and oversees energy efficiency programs which provide measures that are subsidized by the NY Public Service Commission to NY utility customers. He also provides oversight and resource allocations for renewable energy projects and commercial and industrial energy conservation programs.
A Licensed Professional Engineer with 22 years of experience in energy conservation for industrial / manufacturing and combined heat and power facilities, Mr. Ott brings world-class expertise in energy conservation at manufacturing facilities across the North America and in Europe, and across broad industry segments, such as glass, pulp and paper, plastics, petro-chemical, building products, aerospace, automotive, food, and hospitality. Mr. Ott has a Bachelors of Science in Mechanical Engineering.
Creighton K. (Kim) Early
Executive Vice President
Mr. Kim Early has over 39 years’ experience in senior financial and operational management positions in publicly traded and privately held companies. From 2011 to 2014, he was CFO of Infrastructure and Energy Alternatives, a $700M builder of utility scale wind, solar and biomass projects financed by private equity. Previously he was Consulting Principal with EFCG, providing M&A and strategic advisory services to engineering and environmental consulting firms in the US and abroad. From 1988 to 2003, he was CFO and then President of Earth Tech’s Global Water Management Division.
Mr. Early has a Finance degree from Ohio State University and an MBA from the University of Michigan.
Senior Vice President - Business Development
Paul Whitelaw heads Willdan’s business development activities, which encompass a range of technical engineering assistance and program implementation services for utility, municipal and private sector companies. With more than 20 years of operations and business development experience, Paul Whitelaw has led energy efficiency programs and operations for Willdan Energy Solutions in the western U.S. and managed third-party energy efficiency programs for SDG&E, Southern California Edison, Southern California Gas Company, Pacific Gas and Electric, and Puget Sound Energy, as well as partnership programs for schools, municipalities, utilities and private clients. He is a member of the Board of Directors of the California Energy Efficiency Industry Council.
Mr. Whitelaw holds a B.A. in Chemistry from Point Loma Nazarene University and an M.B.A. from the University of California, Irvine.
Steve Rubbert - Energy Services
Senior Vice President
Steve Rubbert has more than 25 years of experience leading energy engineering and retrofit projects across the Pacific Northwest. He was President of Abacus Resource Management Company, which has provided ESCO services to public agencies from 1986, until Willdan acquired Abacus in January, 2015.
Mr. Rubbert is responsible for project development and strategic management of energy efficiency and energy performance contracting projects in the Northwest. With specific expertise in whole building systems and energy incentive programs, he creates energy efficiency strategies to maximize energy and incentive benefits for customers, while providing functional building upgrades, and creates and manages contractor teams for the implementation of energy measures. Mr. Rubbert has a BS in Mechanical Engineering from the University of Washington.
Mark Kinzer, PE
Senior Vice President - Energy Project Development
Mr. Kinzer leads the turn key implementation of energy projects for Willdan’s clients in the western U.S. Willdan delivers facility improvements through a variety of contracting vehicles, including consulting engineering, commissioning, at risk general construction/construction management, and energy savings performance contracting. Mark has over 25 years of energy project development experience, having completed his first performance contract in 1988. He holds a BSME degree from the University of Washington and is a licensed professional engineer in multiple states.
Business Development Manager
Joe Hurla is responsible for marketing direct-to-client work, including facility improvement projects, energy conservation, and performance contracting. He was a Partner at 360 Energy Engineers, an engineering firm that provided turnkey facility-infrastructure planning and implementation services, which was acquired by Willdan. He has 15 years of industry experience, providing more than $100 million in turnkey facility improvement services to a wide range of clients, primarily in the public sector.
Mr. Hurla has a BS from Kansas State University and an MBA from the University of Kansas.
Regional Vice President, South
With over 20 years experience in the energy industry, Ani Duttagupta oversees the operations and business development activities of Willdan Energy Solution's South Central Region. He has expertise in all facets of energy efficiency projects and energy management both for private entities and utility sponsored demand-side management (DSM) programs. Prior to joining Willdan, Mr. Duttagupta served as a Vice President at Nexant and a Director at Enron Energy Services.
He obtained a BS in Engineering from the Indian Institute of Technology and an MS in Engineering from University of Maryland.
Regional Vice President, Northeast
Frank Evans leads the operations and strategic business development activities for Willdan Energy Solutions in the Eastern United States for both commercial and utility customers. Mr. Evans has over 25 years of experience providing operational and professional services support for utility, municipal, and private sector companies. He ran utility outsourcing engagements nationally, including customer engagement, call center, measurement and verification (M&V) and installation services. He is knowledgeable about demand response, energy efficiency, program implementation services, organizational design, and change management. He holds a B.A. from the University of Boston College, and an M.B.A. from Rutgers Business School.
Aaron Etzkorn, PE
Vice President of Engineering
Mr. Etzkorn leads the unique-to-the-industry engineering efforts of Willdan’s Energy Solutions division. As Vice President of Engineering, Aaron leads Willdan’s efforts to complete 100% design of mechanical, electrical, and other system upgrades for each of our clients’ projects. His role is unlike that of any traditional ESCO, as other ESCOs rarely complete any system design – much less full design that occurs using in-house staff who are responsible for the performance of the project. He has more than seven years of energy project development and engineering design experience.
Mr. Etzkorn holds a BSME degree from Kansas State University and is a licensed professional engineer in multiple states.
