      2012 – Present
The multi-year Market Transformation Program provides energy conservation education and training to staff and students at public and private high schools at no cost, targeting behavioral improvements at those schools. Willdan implements this program, including program design, marketing/outreach, participant education/training, program management, technical services, measurement and verification (M&V), and incentive processing.

Willdan developed extensive energy education materials which are made available to the participating teachers via a web-based platform. Teachers are encouraged to use these materials for activity-based teaching. Willdan also urges teachers to have their students perform energy patrols to monitor and improve energy use behavior at the schools.  Participating schools are given audit tool kits to assist students in conducting school energy audits to identify potential capital energy conservation measures.

For qualifying schools, Willdan engineers perform retro-commissioning (RCx) assessments to identify low cost/ low payback RCx type measures related to operational improvements, such as HVAC temperature and pressure resets, chiller sequencing, reducing minimum airflow, HVAC equipment scheduling, demand control ventilation, HVAC system repairs, HVAC testing and balancing, etc. Willdan presents these recommendations to the customer with demand reduction (kW), energy savings (kWh) and potential cash incentives. Once implemented, Willdan verifies the savings and issues the cash incentives to the customer. This program was expanded to include middle schools as well.

      2013 – Present
The multi-year Market Transformation Program provides an integrated approach to energy efficiency specifically tailored to the healthcare market segment. Willdan implements this program, including program design, marketing/outreach, participant education/training, program management, technical services, measurement and verification (M&V), incentive processing, etc.

Program services are offered at no cost for participants, and may include benchmarking, energy assessments, retro-commissioning (RCx) studies, technical advice and review, M&V assistance, incentive processing, etc.

For qualifying facilities, Willdan’s engineers perform an energy assessment to identify capital energy conservation measures such as lighting retrofits, HVAC equipment replacements, roofing upgrades, adding variable frequency drives (VFDs), etc. Our engineers also make recommendations for low cost/ low payback RCx type measures related to operational improvements, such as HVAC temperature and pressure resets, chiller sequencing, reducing minimum airflow, minimizing simultaneous heating and cooling, operating room HVAC scheduling, demand control ventilation, HVAC system repairs, HVAC testing and balancing, etc. Willdan presents all recommendations to the customer with demand reduction (kW), energy savings (kWh) and potential cash incentives. Once implemented, Willdan verifies the savings and issues the cash incentives to the customer.

    • CenterPoint Energy - Data Center EEP (Contact Jessy Shao, 346.888.2532)

      2015 – Present
The multi-year Market Transformation Program provides an integrated approach to energy efficiency specifically tailored to the data center segment. Willdan implements this program, including program design, marketing/outreach, participant education/training, program management, technical services, measurement and verification (M&V), incentive processing, etc.

Program services are offered at no cost for participants, and may include benchmarking, energy assessments, retro-commissioning (RCx) studies, technical advice and review, M&V assistance, incentive processing, etc.

For qualifying facilities, Willdan’s engineers perform an energy assessment to identify capital energy conservation measures such as lighting retrofits, HVAC equipment replacements, UPS upgrades, server virtualization, etc. Our engineers also make recommendations for low cost/ low payback RCx type measures related to operational improvements, such as HVAC temperature and pressure resets, space temperature and humidity setpoint optimization, chiller sequencing, airflow optimization for CRAC/CRAH units, floor tile optimization, demand control ventilation, etc. Willdan presents all recommendations to the customer with demand reduction (kW), energy savings (kWh) and potential cash incentives. Once implemented, Willdan verifies the savings and approves the incentives, and CenterPoint issues the cash incentives to the customer.

    • Xcel Energy Texas - Retro-commissioning (Contact
      Kam Li, 346.888.2533)
    • Program Details

      2013 – Present
The multi-year Market Transformation Program provides retro-commissioning (RCx) studies to eligible commercial buildings at no cost to the customer. Willdan implements this program, including program design, marketing/outreach, RCx Agent recruitment/training, participant education/training, program management, technical services, measurement and verification (M&V), incentive processing, etc.

Program services are offered at no cost for participants, and may include benchmarking, RCx studies, technical advice and review, M&V assistance, incentive processing, etc. Willdan recruits, trains, and manages a select set of RCx Agents. Once Willdan has screened a customer application and determined its qualification for an RCx study, the RCx Agent performs an in-depth facility assessment to identify low cost/ low payback RCx type measures related to operational improvements, such as HVAC temperature and pressure resets, chiller sequencing, reducing minimum airflow, minimizing simultaneous heating and cooling, HVAC equipment scheduling, air-side and water-side economization, demand control ventilation, HVAC system repairs, HVAC testing and balancing, cold storage demand-based defrost control, etc. The RCx Agent estimates the demand reduction (kW), energy savings (kWh) and potential cash incentives for all recommendations. Once implemented, the RCx Agent performs verification the savings.

Willdan thoroughly reviews and approves all technical aspects of these reports, including recommendation accuracy and feasibility, savings calculations, verification plans, verification reports, etc. Once Willdan verifies the implemented savings, we issue the cash incentive to the customer. This program was expanded to include capital expenditure projects, such as lighting retrofits, HVAC equipment replacements, roofing upgrades, adding variable frequency drives (VFDs), etc.
