SDGE's Comprehensive Audit Program

Willdan Energy Solutions, through a contract awarded by San Diego Gas & Electric® (SDG&E®), implements the Comprehensive Audit Program (CAP) in SDG&E service territory. The Comprehensive Audit Program is designed to assist Commercial, Industrial and Agricultural customers to identify solutions that provide the best savings and opportunities for their business.

Eligibility criteria:

  • Premises have not had an audit within the last 3 years paid for by SDG&E
  • Has a monthly on-peak demand of 100 kilowatts (kW) or greater for three consecutive months (if multiple meters are present at premises for one customer, meter usage can be aggregated by premises and customer to meet demand threshold)
  • Currently billed on a commercial, industrial or agricultural Time-of Use rate by SDG&E
  • Customer must have occupied premises for a minimum of 6 months

The program offers 2 types of audits depending upon the needs of your business.

Category 1 – High Level Audit

  • Documents equipment and identifies energy savings opportunities
  • Includes a full list of all energy consuming equipment at the premises
  • The audit report provides the Customer with high-level estimates of measure costs, energy savings, and payback period sufficient to determine which measures are of interest (these values are estimates based on contractor experience and “rules of thumb”)

Category 2 – Detailed Investment Grade Audit

  • Is limited to only those measures/opportunities Customer selects based on the Category 1 report that the Customer could pursue within 1 year of Category 1 audit
  • Includes full calculations for selected measures, which will be used to determine energy savings, installed costs, incentives, and payback values sufficient for Customers to make decisions to pursue the recommended projects
  • Produces a report and presentation of recommended and actionable options based on Customer requests and requirements

Note - As an Integrated Demand Side Management (IDSM) program, audit scope and report for both the Category 1 & Category 2 audit includes energy efficiency (EE), demand response (DR), and distributed generation (DG) opportunities.


Program Flyer

Programs are funded by California utility customers and administered by San Diego Gas & Electric® (SDG&E) under the auspices of the California Public Utilities Commission. Rebates and incentives will be allocated on a first-come, first-served basis, until funds are no longer available or until termination of the program. The On-Bill Financing program may be modified or terminated without prior notice and is provided to qualified customers on a first-come, first-served basis until program funds are no longer available.
